Hearts of Iron 3 jest kolejną odsłoną serii cenionych strategii historycznych, tematycznie nawiązujących do II Wojny Światowej. Gracz zajmuje się zarówno organizacją działań militarnych, jak i poznawaniem złożonych zależności gospodarczo-ekonomicznych, politycznych i społecznych. Główną atrakcją trzeciej części cyklu jest możliwość toczenia zmagań na ogromnej mapie świata gry, podzielonej na około 10000 prowincji.

W Hearts of Iron III, podobnie jak i w poprzednich odsłonach serii, autorzy nie narzucają żadnych konkretnych wyborów.
